Why does my weather forecast always default to Sunnyvale, despite my attempts to change the location?

Despite my earnest attempts to change the default location of my weather forecast, Sunnyvale always manages to show up again. I've done everything required by Yahoo to correct this problem; yet, I still get Sunnyvale again...if not immediately, then pretty soon thereafter. Is this a hopeless situation?
